Agricultural Machinery Survey | 27% of respondents said they did not know the subsidy policy for agricultural machinery scrapping and renewal
At present, in the process of using agricultural machinery and equipment in China, there is often a phenomenon of "heavy use and light maintenance. As a result, some agricultural machinery and equipment continue to be used after reaching the end of life, which is not only inefficient, but also has potential safety hazards. Therefore, the market needs to establish a sound and effective exit mechanism to promote the timely elimination and renewal of old agricultural machinery.
In this context, the central government arranges funds from subsidies for the purchase and application of agricultural machinery, implements a subsidy policy for the scrapping and renewal of agricultural machinery, gives appropriate subsidies to scrapped old agricultural machinery, and further increases the elimination of old agricultural machinery with high energy consumption, heavy pollution and low safety performance through policy support.
Specific to the operational level, agricultural machinery users can voluntarily go to the designated recycling enterprises to sell the agricultural machinery to be eliminated. After confirming the scrapping, they can apply for subsidies with valid certificates.
Then, do the agricultural machinery users know about this policy? What are the real feelings? The agricultural machinery 360 network initiated the investigation with the help of a small program, and the results are as follows:
1. selling "scrap iron" and selling second-hand is the ultimate destination of most old agricultural machinery
After long-term use of agricultural machinery, its performance will gradually decline, and maintenance costs will also increase. When these machines reach a certain age, they no longer have the ability to operate efficiently, or even completely unusable. In this case, the upgrading of agricultural machinery is particularly important. Another issue worthy of attention is how to properly deal with the eliminated old agricultural machinery?
After our investigation, agricultural machinery users deal with the old agricultural machinery in the following ways:
1. Scrap and disassemble. In layman's terms, when "scrap iron" is sold, 48% of users choose this method. Scrap dismantling means that through professional dismantling enterprises, metals, plastics and other materials in agricultural machinery are classified and recycled to realize the reuse of resources. This treatment is environmentally friendly, but only a small amount of residual value is available to the owner of the farm machine.
2. Second-hand transactions. Although some old agricultural machinery performance decline, but still have a certain use value. Through second-hand transactions, these agricultural machinery can be transferred to the users who need them, and the effective use of resources can be realized. At the same time, the owners of agricultural machinery can also obtain relatively high profits. 48% of users chose to "sell second-hand" to deal with old agricultural machinery.
3, self-dismantling. 7% of the interviewees said they would dismantle the old agricultural machinery themselves. This requires a wealth of expertise, and not many users choose this approach.
4, idle regardless. A small number of interviewees also said that they would leave the old agricultural machinery idle, accounting for 7%.
2. 27% of respondents said they did not know about the subsidy for agricultural machinery renewal and scrapping.
Are farm machinery users aware of this policy?
After the survey, 12% of the respondents said that they knew very well about the scrapping subsidy policy and knew the handling process; 18% of the respondents said they had some understanding of the policy and generally knew how to handle it; 43% of the respondents said they had heard of the policy, but the specific subsidy standards and handling procedures were not clear; and 27% of the respondents said they had not heard of the policy at all.
The results of this survey show that there are still a considerable number of agricultural machinery users who have insufficient knowledge and understanding of the agricultural machinery scrapping subsidy policy. In order to make this policy more effectively implemented, and effectively promote the upgrading of old agricultural machinery, as well as the optimization of agricultural machinery equipment structure, relevant departments need to further increase policy publicity efforts to enhance users' understanding and recognition of the policy.
3. 100 per cent of respondents said they were willing to handle subsidies for scrapping agricultural machinery in accordance with regulations.
After investigating the willingness of agricultural machinery users to handle scrapping subsidies, we find that positive feedback dominates. Specifically, 45% of the interviewees said they were very willing to handle the scrapping subsidy in accordance with the regulations, and 55% said they were willing to handle it, but they still need to have an in-depth understanding of the specific content and implementation details of the policy, and no interviewee said they were unwilling to handle it. It can be seen that agricultural machinery users are widely recognized for agricultural machinery scrap subsidies and have a strong willingness to handle them.
4. to simplify the process is an important user demand for agricultural machinery scrap subsidy policy.
In order to further understand the real feelings of agricultural machinery users for agricultural machinery scrapping subsidies, we set up such questions in the survey: if you do not plan to apply for agricultural machinery scrapping subsidies, what are the main reasons? The results showed that 46% of the respondents chose "I don't know about this policy", 27% of the respondents thought that the subsidy application process was too complicated, and 25% of the respondents were not satisfied with the subsidy amount, and a small number of users said that some agricultural machinery was not within the scope of scrapping subsidies.
In addition to some users who do not know much about the policy, we can also see that the application process for agricultural machinery scrapping subsidies may not be convenient and user-friendly, which makes users feel difficult in the application process, thus affecting their willingness to apply. Considering that the main group applying for agricultural machinery scrapping subsidies is farmers, the relevant departments should deeply understand and respect the actual needs of farmers' friends, especially simplify the process design as much as possible, so as to reduce their burden and truly make the people applying for subsidies "less errands".
Users have something to say.
"I hope all farm operators can apply."
"I hope it will be implemented as soon as possible. It is really a pity that farmers have used agricultural machinery for several years to dispose of as waste products"
"I hope the people will know the good policy in the first place."
"We should publicize more and let everyone know."
"How much can I make up for it after it is scrapped? According to what proportion of subsidies, how to make up for it is still unknown."
"I hope the policy will be better and easier to handle."
"I hope the government is not too complicated."
"Hope to recycle the low threshold of enterprises."
"Simplify the process and make the policy smoother."
"No matter what you do, just have fun."
"in order to promote the upgrading of the agricultural machinery industry and do a good job in environmental protection, it is expected that the relevant departments will solve and simplify the process of scrapping agricultural machinery in a timely manner."
"More transparent and more convenient."
"I hope to speed up the disbursement of funds."
"As long as the old agricultural machinery is a legal source, the application process is as simple and convenient as possible."
"The procedures should not be too complicated, and the funds should arrive quickly."
"Hope to raise the subsidy standard."
"Hope to reasonably increase the agricultural machinery scrap subsidies and policies!"
"High value of agricultural machinery should increase the amount of scrap subsidies."
"I hope to increase subsidies to recycle and reuse old agricultural machinery."
"It is suggested that the local government strictly follow the scrapping procedures stipulated by the Ministry of Agriculture, and do not add code!"
"Some areas are slow to handle and funds are not in place."
